Ogoh-ogoh Paradeen.wikipedia.or - Nyepi is a Balinese "Day of Silence" that falls on Bali's Lunar New Year. It is a day of silence, fasting, and meditation. The day following Nyepi is also celebrated as New year Gudi Padva in Maharashtra and Ugadi in Andhra Pradesh and Karnataka in India.

Observed from 6 a.m. until 6 a.m. the next morning, Nyepi is a day reserved for self-reflection and as such, anything that might interfere with that purpose is restricted. The main restrictions are: no lighting fires (and lights must be kept low); no working; no entertainment or pleasure; no traveling; and for some, no talking or eating at all. The effect of these prohibitions is that Bali's usually bustling streets and roads are empty, there is little or no noise from TVs and radios, and few signs of activity are seen even inside homes. The only people to be seen outdoors are the Pecalang, traditional security men who patrol the streets to ensure the prohibitions are being followed.

Although Nyepi is primarily a Hindu holiday, non-Hindu residents of Bali observe the day of silence as well, out of respect for their fellow citizens. Even tourists are not exempt; although free to do as they wish inside their hotels, no one is allowed onto the beaches or streets, and the only airport in Bali remains closed for the entire day. The only exceptions granted are for emergency vehicles carrying those with life-threatening conditions and women about to give birth.

On the day after Nyepi, known as Ngembak Geni, social activity picks up again quickly, as families and friends gather to ask forgiveness from one another, and to perform certain religious rituals together.

• First, The Melasti Ritual is performed at the 3-4 previous day. It is dedicated to Sanghyang Widhi Wasa and is performed at the beach to respect them as the owner of The Land and Sea. The ritual performed in temple near the sea (Pura Segara) and meant to purify Arca, Pratima, and Pralingga (sacred objects) belongs to several temples, also to acquire sacred water from the sea.

• Second, The Bhuta Yajna Ritual is performed in order to vanquish the negative elements and create balance with God, Mankind, and Nature. The ritual also meant to appease Batara Kala by Pecaruan offering. Devout Hindu Balinese villages usually make ogoh-ogoh, demonic statues made of bamboo and paper symbolizing negative elements or malevolent spirits. After the ogoh-ogoh have been paraded around the village, the Ngrupuk ritual takes place, which involves burning the ogoh-ogoh.

• Third, The Nyepi Rituals is performed with the following conditions:
o Amati Geni: No fire/light
o Amati Karya: No working
o Amati Lelunganan: No traveling
o Amati Lelanguan: Fasting and no revelry/self-entertainment

• Fourth, The Yoga/Brata Ritual starts at 6:00 AM (e.g. March 16, 20010) and continues to 6:00 AM the next day.

• Fifth and finally, The Dharma Shanti Rituals is performed as the Nyepi Day or "Day of Silence."

• Sixth, The Ngembak Agni/Labuh Brata Ritual is performed for all Hindus to forgive each other and to welcome the new days to come.

Nyepi celebration: Bali Governor writes to four ministers

The Jakarta Post, Jakarta, Mon, 02/01/2010 - Bali Governor Made Mangku Pastika has sent letters to four ministers in connection with the plan to temporarily close Ngurah Rai International Airport and four seaports for the celebration of the Nyepi (the Hindu Day of Silence) holiday on March 16, 2010.

"The letters dated Dec. 29, 2009, have been sent to the transportation minister, the foreign minister, the home minister and communication and information technology minister," head of the Bali province's Transportation and Information Agency I Made Santha said in Denpasar Monday.

Pastika said in his letters that all sea and air transportation companies, both in country and overseas,
had been informed of the planned temporary closure of the airport, seaports and all other transportation on the island of Bali when Hindus celebrate their Day of Silence.

Copies of the letters have also been sent to all private and government institutions on the island to enable them to support and succeed in the celebration of Nyepi, which will take place for 24 hours from 6 a.m. on March 16, 2010 to 6 a.m. the following day.

Made Santha said the governor's letter had been received by Ngurah Rai Airport authorities which have duly told all domestic and international airline companies.

"All travel bureaus are expected to disseminate the information, including the meaning of the celebration of the Day of Silence, in their tourism packages," Made Santha said as quoted by the Antara news agency.

The provision of early information is expected to prevent any confusion in interpreting the meaning of the Hindu Day of Silence which is celebrated every 420 days.

While Valentine's Day originally started out to be all about love between sweethearts, through the years it has become more wonderfully inclusive. It is now a day to show extra love for the children, family, friends and sometimes strangers in our lives. Chinese New Year is also a day very important for families. People who celebrate always get together and to tell stories and remember good times. One of the ways Chinese New Year is celebrated is by remembering family who have left this earth. The Chinese culture is one that reveres the elderly, but during Chinese New Year the elderly family members are honored even more than usual.

Both Valentine's Day and Chinese New Year revel in red.
In my opinion, there could be no better color than red to express the passion and love we feel for those we love. Valentine's Day sports red hearts, red clothes, red everything-with a little pink thrown in for good measure. Chinese New Year also decks itself out with red-sometimes even the doors and window panes are painted red. And just as chocolates are usually given in a red candy box for Valentine's Day, children are given gifts in red envelopes for Chinese New Year.

Both Valentine's Day and Chinese New Year involve the giving of gifts.
Gifts that Valentine's Day recipients receive can be almost anything, but the traditional gifts are cards, candy, flowers, and jewelry. During Chinese New Year, children are given money in red envelopes. The gifts for both holidays are tokens of love and affection and as such should be prized no matter what the monetary value is.

Hopes up for condo market liberalization

The Jakarta Post, Jakarta, Wed, 02/03/2010 - Property analysts expect the condominium market to benefit this year from a revision to government regulations that will allow an extension of foreign ownership from 25 years to 70 years.

The expectation follows a statement from Public Housing Minister Suharso Monoarfa earlier last month, promising the revision should be completed in May.

Suharso said the 1996 government regulation on foreign ownership of property was made in the past when Indonesia did not adhere to an open economic system. Now, with the advent of the free trade era, the regulation had become obsolete or useless, he said.

The new regulation will only apply to condominiums in big cities such as Jakarta or special economic zones such as Batam Island.

Bayu Utomo, business development director at PT Procon International, a property consultant, said Tuesday the revision to the regulation would greatly boost Indonesia's condominium market as it already highly competitive in terms of price.

"Apart from the new regulation, being more friendly, foreigners are attracted to the price of property in Indonesia, which is relatively cheaper than Singapore or Malaysia," he said.

Condominiums are currently priced at between Rp 10 million (US$1,070) and Rp 25 million per square meter in Indonesia, substantially lower than Singapore and Malaysia.

"The government will raise more capital from taxes and foreign exchange, as a consequence this
will drive significant growth in the property sector and the Indonesian economy, because they
[foreigners] will also spend their money on Indonesia's markets." Bayu said.

Djodi Trisusanto from Jones Lang LaSalle, another property consultancy firm, said the regulatory review should also be applicable in tourism destinations such as Bali and Lombok, where there is currently a mushrooming in illegal brokering schemes to transfer property rights to foreigners.

"In Bali we can see 60 percent of tourism places are owned by foreigners who have brought then through nominees. We have to avoid this bad because it means losses for the country," Djodi said.

Jones Lang LaSalle estimated that there about 83,000 foreigners living and working in Indonesia.

"If just one percent of them buy properties, meaning 800 foreigners times Rp 1.5 billion, it's quite a lot of revenue for Indonesia," Jones Lang LaSalle Indonesia chairman Lucy Rumantir said.

Tak Perlu Khawatir Orang Asing Memiliki Properti

KOMPAS.com, Kamis, 4 Februari 2010 - Saat ini harga properti di Indonesia merupakan salah satu yang terendah di Asia, apalagi dibandingkan dengan negara maju seperti Amerika Serikat atau Inggris. Rendahnya harga apartemen di Indonesia sangat boleh jadi akibat tidak didukungnya kepemilikan orang asing di Indonesia yang formal.

Di Amerika, harga produk properti komersial (apartemen) 16.216 dollar AS, sedangkan di Indonesia hanya 1.287 dollar AS (http://www.globalpropertyguide.com/Asia/square-meter-prices).

Tidak hanya itu, di Negeri Paman Sam, orang asing boleh membeli high rise apartment maupun landed property serta bisa mendapatkan housing mortgage sampai 30 tahun, tidak ada bedanya dengan orang Amerika-nya sendiri. Bahkan, pajak pembayaran housing mortgage bisa menjadi pengurangan pajak pendapatan.

Di Singapura, harga apartemen bisa mencapai 11.324 dollar AS per unit. Di negara tetangga kita ini, orang asing boleh membeli high rise apartment tetapi tidak boleh membeli landed property (rumah horizontal). Sementara di Malaysia, yang mempromosikan Malaysia "My Second Home", membolehkan orang asing dan siapa pun juga untuk membeli properti dan tinggal di sana. Usia pun bukan batasan untuk membeli properti.

Malaysia
Bagi yang ingin memakai sendiri aset propertinya atau mau pindah untuk tinggal di Malaysia diberikan izin tinggal selama lima tahun. Izin tinggal ini tidak saja diberikan kepada pemilik rumah dan keluarganya, tetapi juga pembantu keluarga tersebut. Menurut Jopy Rusli, Direktur PT Lippo Karawaci Tbk, orang asing yang membeli produk properti di Indonesia tetap ada walaupun belum ada perangkat formalnya.

"Mereka membeli produk properti melalui SPPJB (surat pengikatan perjanjian jual beli), nominee, dan PMA (perusahaan modal asing). Namun, orang asing paling banyak membeli properti melalui SPPJB," ungkap Jopy. Kendala yang selama ini dihadapi, banyak di antara orang asing yang mau membeli properti komersial tetapi tidak direkomendasikan oleh Lawyer International karena tidak adanya perangkat kepemilikan formal di Indonesia. Orang asing juga tidak dapat mendapatkan kredit pemilikan apartemen (KPA) karena peraturan bank sekarang tidak memperbolehkan KPA untuk orang asing.

Jika pemerintah bisa membuat kebijakan yang membolehkan orang asing memiliki properti komersial di Indonesia, sangat boleh jadi negara kita akan menjadi Macan Properti di Asia. Bahkan, bisa saja investor asing dan orang-orang kaya di Timur Tengah mengalihkan dananya untuk membeli apartemen di Indonesia. Bukankah uang mengalir ke tempat-tempat yang menguntungkan. "Membeli produk properti komersial di Indonesia yield-nya bisa mencapai 11,28 persen," kata Presiden Direktur PT Bakrieland Development Hiramsyah Thaib.

Saat ini pekerja asing yang bekerja di Indonesia tercatat 83.452 orang. "Itu merupakan potensi pasar yang besar. Saya memperkirakan, dari jumlah itu potensi permintaannya sekitar 10.000 unit apartemen per tahun," ujar Hiramsyah. Dari potensi permintaan itu, kemudian Ketua Umum Dewan Pimpinan Pusat Real Estate (REI) Teguh Satria menghitung pendapatan yang bisa diperoleh negara dari pajak penjualan apartemen untuk orang asing itu.

Kalau harga rata-rata apartemen untuk orang, misalnya, 250.000 dollar AS per unit, transaksi dalam setahun bisa mencapai Rp 25 triliun. Nah, pajak yang bisa diraup dari transaksi tersebut sebesar Rp 5 triliun per tahun. Jenis pajak itu antara lain terdiri dari Pajak Pertambahan Nilai (PPN) 10 persen, Bea Perolehan Hak Atas Tanah dan Bangunan (BPHTB) 5 persen, serta Pajak Penghasilan (PPh) Final 5 persen.

"Belum lagi kalau pemerintah menerapkan lagi Pajak Penjualan Barang Mewah (PPnBM) untuk apartemen, maka pendapatan pajak yang diperoleh negara dari transaksi penjualan properti untuk orang asing akan lebih besar lagi," ungkap Teguh. Lalu di mana letak pengaruh pada lapisan masyarakat bawah jika orang asing diperbolehkan untuk membeli apartemen mewah di Indonesia?

"Lah, kalau dari hasil pajak yang berjumlah Rp 5 triliun itu dipakai untuk membangun rumah sederhana sehat (RSH), maka bisa dibangun 500.000 unit RSH atau 200.000 unit rumah susun sederhana milik (rusunami)," ujar Teguh.

Harus segera direspons
Besarnya peluang orang asing untuk membeli apartemen mewah di Indonesia seharusnya bisa segera direspons oleh pemerintah. Hal ini penting karena tahun 2010 merupakan momentum yang baik bagi pemulihan ekonomi Indonesia ke depan. Seperti diketahui, Indonesia, sebagai salah satu dari sedikit negara yang berhasil melewati krisis global dengan kinerja perekonomian yang cukup baik, semakin dipandang oleh berbagai institusi internasional dan kian mendapat sorotan di pentas dunia sebagai salah satu kekuatan ekonomi baru di kawasan Asia dan bisa disejajarkan dengan India dan China.

Optimisme sejumlah lembaga keuangan internasional, seperti Morgan Stanley dan CLSA, yang memprediksikan Indonesia akan mendampingi kedua negara itu sebagai pusat pertumbuhan utama di kawasan regional, memberikan sinyalemen bahwa sentimen investor global terhadap perekonomian Indonesia mulai berangsur-angsur menguat.

Hal ini tentu harus dimanfaatkan sebaik mungkin oleh para pemangku kepentingan di dalam negeri, terutama pemerintah dan kalangan swasta, untuk bersama-sama mempersiapkan sistem serta perangkat pendukung perekonomian yang efektif untuk pembangunan ke depan agar mampu menjadi negara unggulan dalam era persaingan global seperti sekarang ini.

Survei
Berdasarkan hasil survei dan analisis pasar properti yang telah dipublikasikan oleh Jones Lang LaSalle, konsultan properti internasional yang berkantor pusat di Chicago, Amerika Serikat, juga menilai bahwa regulasi mengenai kepemilikan properti oleh orang asing di Indonesia memiliki banyak keterbatasan.

Untuk itu, masalah tersebut selayaknya mendapat perhatian pemerintah dan DPR untuk segera menata ulang produk hukum yang terkait dengan itu. Tujuannya, untuk menarik minat investor asing sekaligus mendorong pertumbuhan pasar properti di Indonesia.

Anton Sitorus, Head of Research di kantor konsultan Jones Lang LaSalle, menyebutkan, pertumbuhan sektor properti di Jakarta sepanjang tahun 2009 relatif lebih baik dibandingkan dengan pasar lainnya di kawasan Asia Pasifik. Hal itu menandakan bahwa pasar domestik masih memiliki prospek yang cukup tinggi dan berpotensi menarik minat investor asing dan internasional untuk berinvestasi ke Indonesia.

Ketika pusat-pusat keuangan regional, seperti Singapura, Hongkong, dan Sydney, mengalami pertumbuhan negatif dalam hal permintaan, pasar perkantoran di Jakarta berhasil membukukan penyerapan bersih (net take-up) sebanyak hampir 100.000 meter persegi sepanjang tahun 2009. Hal ini disebabkan masih tumbuhnya ekspansi perusahaan-perusahaan besar yang menjadi penyewa di gedung-gedung komersial di Jakarta.

Pertumbuhan positif sektor properti Indonesia sepanjang tahun lalu merupakan refleksi dari potensi perekonomian dalam negeri Indonesia yang besar yang ditopang oleh pertumbuhan industri perbankan, telekomunikasi, serta industri yang berbasis konsumer lainnya. Jadi, sekarang sudah saatnya bagi pemerintah untuk segera membuat keputusan yang cerdas dan tepat, yakni membuka kepada orang asing untuk bisa memiliki apartemen mewah di Indonesia.
